TO ALL HOLDERS OF PERMIT OF EXEMPTION (BLASTER’S LICENCE)

(PROTOCOL FOR BLASTING IN BUILT UP AREAS)

  1. THE USE OF DETONATING CORD IS (PROHIBITED) IN BUILT-UP AREAS.
  2. ALL STRUCTURES WITHIN CLOSE PROXMIMITY TO THE BLAST SITE SHOULD UNDERGO PRE-BLAST INSPECTIONS PRIOR TO BLASTING ACTIVIITIES (NOT LESS THAN 100M).
  3. PERSONS LIVING IN CLOSE PROMITY TO THE BLAST SITE MUST BE NOTIFIED PRIOR TO BLASTING ACTIVITIES (ORALLY OF WRITTEN).
  4. CLEAR INSTRUCTIONS MUST BE GIVEN TO CITIZENS AS TO THE TYPE OF AUDIBLE SOUND THAT WILL BE USED TO SAY WHAT DETONATION IS ABOUT TO TAKE PLACE.
  5. SEISMOGRAPHS MUST BE USED AT BLAST SITES
  6. ALL SAFETY PRECAUTIONS WITH RESPECT TO BLASTING ACTIVITIES MUST BE EXERCISED (eg. USE OF SIREN AND SECURITY OF EXPLOSIVES, etc..)
  7. ADHERENCE TO SPECIAL CONDITIONS AS STIPULATED ON THE BLAST SITE APPROVAL FORM.
  8. APPROVAL OF BLAST SITE APPLICATION FORMS DDOES NOT GIVE AUTOMATIC PERMISSION TO CARRY OUT BLASTING ACTIVITIES WITHOUT SATISFYING ALL OTHER CONDITIONS.
  9. BLASTER’S LOG SHOULD BE FORWARDED TO THE MINES AND GEOLOGY DIVISION (MGD)WITHIN FIVE (5) DAYS AFTER EACH BLASTING DATE.
  10. ALL CONDITIONSSTATED BY MGD ON EACH BLAST SITE APPROVAL FORM ARE SITE SPECIFIC AND MAY DIFFER FROM SITE TO SITE.
  11. ALL WORKERS MUST BE ATTIRED IN THE NECESSARY PERSONAL PROTECTIVE EQUIPMENT (PPE) ON THE BLAST SITE.
  12. AIR BLAST SHOULD NOT EXCEED 129bd.
  13. CONDUCT POST-BLAST SURVEY IMMEDIATELY AFTER A COMPLAINT IS RECEIVED.
  14. RESPOND TO COMPLAINTS(S) IN WRITING EXPEDITIOUSLY.
  15. PERSONS WHO ASSIST THE BLASTER MUST BE TRAINED IN THE SAFETY ASPECTS OF THE MATERIALS AND THE METHODS BEING USED.
  16. BLAST SITE MUST BE CLEARED PRIOR TO THE START OF LOADING.
  17. BLAST SITE MUST BE FREE FROM SAFETY HAZARD.
  18. BOREHOLES MUST BE FREE OF OBSTRUCTIONS PRIOR TO LOADING.
  19. WEATHER CONDITION MUST POSE A HAZARD TO LOADING CREW.
  20. DETONATORS AND HIGH EXPLOSIVES MUST BE KEPT SEPARATED UNTIL THEY ARE PLACED IN THE BOREHOLE.
  21. SMOKING, FIRE OR THE MAKING OF LIGHT IS PROHIBITED WITHIN 100FT OF THE LOADING AREA.
  22. WHEN USING ELECTRIC DETONATORS ALL CELLULAR PHONES AND TWO WAY RADIOS MUST BE SWITCHED OFF.
  23. THE POLICE MUST BE ALWAYS INFORMED OF THE BLASTING ACTIVITES (LOCATION AND TIME).
  24. IT WOULD BE IDEAL IF THE POLICE IS PRESENT ON THE BLAST SITE.
  25. IF IT IS NECESSARY TO HAVE THE SERVICES OF A POLICE PERSON WHEN TRANSPORTING EXPLOSIVE.
  26. TAKE ONLY THE QUANTITIES OF EXPLOSIVES ON THE BLAST SITE FOR EACH BLAST DAY.
